지역사회 보호관찰공무원의 업무부담에 대한 실증분석 및 정책적 함의 - 수도권 보호관찰공무원을 중심으로 -

보호관찰공무원의 과중한 업무량은 언론매체 등을 통해 종종 대중에 알려져왔으나, 학술적인 측면에서의 접근은 매우 소수에 불과하다. 이 연구는 후속연구를 위한 기초연구라는 목적을 가지고 수도권 지역을 중심으로 현장 보호관찰공무원의 업무량을 분석하였다. 이 연구에서는 서울․경기 등 수도권 지역의 현장업무 담당 보호관찰공무원185명의 설문응답 내용을 분석하였다. 연구 결과 보호관찰공무원의 업무량은과중한 것으로 조사되었다. 구체적으로 보호관찰공무원들의 일주일 평균 근무시간은 56.85 시간으로 나타났다. 이는 법무부 추산 최대관리 인원 및 보호관찰공무원들이 스스로 판단한 적정 관리인원을 초과하는 것이라고 할 수 있다. 이 밖에도, 설문에 참여한 직원들의 담당 보호관찰대상자 수는 증가하는 추세에 있었으며, 일부 직원들은 보호관찰대상자 등으로부터 민원을 제기 받은경험이 있는 것으로 나타났다. 이상의 연구 결과를 바탕으로, 높은 업무강도에 따른 보호관찰공무원 증원, 민간인 자원봉사자 지원 확대, 업무와 관련한 트라우마(trauma) 및 외상후스트레스증후군(PTSD) 등에 대한 적절한 대책의 필요성을 제시하였다.
Abstract
While heavy workload/caseload of probation/parole officers are known to the public, it has not been thoroughly examined by researchers in South Korea. In this regard, the current study aims to examine the workload of probation/parole officers in Seoul metropolitan area as a pilot study for the rigorous, nationwide future research. In this paper, we examined data from 185 front-line probation/parole officers in Seoul metropolitan area. The results show that the officers work 56.85 hours per a week on average and the number of caseloads are greater than the number the officers and Ministry of Justice consider appropriate. Also, the caseloads of the officers are currently increasing and some officers have experiences of having complaints from parolee, probationers, and others. Given the results, we discussed several suggestions including the necessity of hiring more officers and utilizing volunteers.
