보호관찰관의 직무스트레스 실태 및 관련 요인에 대한 연구

최근 범죄자의 재범 방지 및 범죄예방을 위한 지역사회 교정이 크게 확대되고 있다. 특히, 지역사회 내에서 보호관찰과 전자감독 등을 활용한 다양한 교정 활동이 크게 주목받고 있다. 직무스트레스가 증가하게 되면 담당자의 직무만족도도 떨어지고, 이직률 자체도 높아져 조직 효율성이 떨어질 수밖에 없다. 우리나라에서 경찰이나 교도관, 소방관들의 직무스트레스에 관한 연구는 학계에서 어느 정도 진행되어 왔으나, 지역사회 교정 업무를 책임지는 보호관찰관의 스트레스에 대해서는 심도 있는 논의가 이루어지지 않았다. 이 연구에서는 세 개의 보호관찰 직무스트레스 모델을 교정학 차원에서 검토하고, 스트레스 실태와 관련 요인을 실증적으로 조사했다. 구체적으로 지역사회에서 범죄자를 지도, 감독하는 “보호관찰관(Probation and Parole Officers)”의 직무스트레스 관련 실증연구를 진행하기 위해 이 연구에서는 2021년 12월 6일부터 약 열흘 동안 온라인 설문을 통해 보호관찰관 323명을 대상으로 한 관련 자료를 수집하였다. 다중회귀분석 결과, 모델의 R2 값이 13.4%의 종속변수 분산 설명력을 갖는 것으로 나타났다. 그리고 보호관찰 업무특성 요인과 개인특성 요인 중 오직 업무특성 요인에 해당하는 일-가정 역할갈등만 직무스트레스에 통계적으로 유의미한 영향을 미치는 것으로 나타났다(β=0.372, p<0.05). 결과적으로 다른 변인들을 모두 통제했을 경우, 일-가정 역할갈등이 심각한 수준에 있을 때 보호관찰관의 직무스트레스 정도가 유의미하게 증가한다고 볼 수 있다. 예상과 달리, 보호관찰관이 경험하는 고유한 업무 위험성이나 보호관찰 공무원의 개인특성 요인은 직무스트레스에 영향을 미치지 않는 것으로 나타났다. 정리하자면, 보호관찰 조직 차원의 일-가정 역할 균형 분위기 조성이 직무스트레스 조절에 가장 중요한 영향을 미치는 것으로 볼 수 있다. 효율적인 일-가정 균형 인사 관리 및 보호관찰 조직문화 형성이 급선무라고 하겠다.
Abstract
This study aims at investigating the level of job related stress of probation officers and the related crucial factors of the practitioners in the filed of probation and parole in South Korea. High level of job stress is more likely to decrease the level of job satisfaction, which might result in inefficient organization management strategy. Few studies have been conducted regarding the significant factors that are associated with the job stress of probation and parole officers in Sout Korea. The ultimate goal of the present study is to identify key factors that might affect the job stress of probation and parole officers. Individual characteristic model and work related model were utilized to identify important variables that are related to the job stress level of probation officers. Furthermore, job dangerousness was used for the main factor that might affect the job related stress of officers. Data were drawn from online survey that was conducted from December 15, 2021 to December 25, 2021. Total sample number of probation and parole officers who voluntarily participated in the online survey was 323 practitioners. Multi-regression analysis was used for the analysis in the current study. Result demonstrated that only work-related variable was statistically significant when other variables were controlled. In specific, work-family conflict score was important factor that was related to the job related stress when other variables are constant in the model(β =0.372, p<0.05). Further policy implications will be discussed.
