이 글은 대중사회가 탈(脫)대중사회로 이동하는 거시적인 시대 전환을 고려하면서 어떠한 정당모델이 시대와 부합해서 정합성과 민주주의적 적실성을 가질 수 있을지, 그래서 정당정치에 도움이 될 수 있을지 탐색한다. 핵심 주장은 오늘날 탈대중사회에서는 원내(중심)정당모델이 현실적으로나 당위적으로나 시대와의 정합성이 높아 지향점이 되어야 한다는 것이다. 대중정당모델은 과거 대중사회의 역사적 산물로서 민주주의 발전에 지대한 공헌을 했으나 이제 그 시대적 사명이 쇠했다. 현실 정당정치에서의 단기적 유불리를 떠나 큰 시대적 흐름을 주목해 원내(중심)정당모델을 긍정적으로 받아들여야 한다. 물론 원내정당모델에도 여러 한계와 위협요인이 있는바, 이를 극복해 보다 바람직한 효과를 내기 위해서는 여러 측면에서 인식적, 제도적, 행태적 노력이 요구된다.
Abstract
This article highlights the epoch transitions from a mass society to a post-mass society, and explores which kind of party model congruently fits a new post-mass society and has a higher democratic relevance, thereby positively facilitating party politics. The main argument runs that the parliamentary party model, with its high congruence with a post-mass society, must be our goal today in both practical and normative senses. The mass party model, a historical product of a past mass society, used to critically drive democratic development, but its historical mission is now behind us. Regardless of short-term pros and cons in real party politics, it is time to acknowledge and respect grand long-term changes of the era and prioritize the parliamentary party model rather than the outdated mass party model. Certainly, the parliamentary party model also exposes a range of limits and problems, and thus would demand various reform efforts in our thoughts, institutional settings, and political behaviors.
