청말 중국인의 해양 관련 국제회의 참가와 국제조약 체결

19세기 중후반 서양 열강은 자국의 이익을 위해 국제회의를 소집해 국제조직을 만들거나 국제조약(International Convention)을 제정하여 국제사무를 처리하기 시작하였다. 이 무렵 청조가 국제회의에 참가한 사실은 곧 중국 중심의 동아시아 책봉조공체제를 해체하고 중국 스스로 구미사회 중심으로 만든 근대적 국제질서에 참여한다는 의미이다. ‘천조(天朝)’이라 자부하던 청조가 그 지위를 저버리고 문명국의 일원이 되어 국제공약에 참여하는 것은 쉬운 일이 아니었다. 이 논문은 국제공약 가운데 해운과 해군에 관련된 대표적인 두 가지 국제회의의 사례, 즉 「항해충돌방지장정」(International Regulations for Preventing Collisions at Sea) 과 제1-2차 헤이그평화회의((Hague Peace Conference)에서의 해전 관련 조약들을 분석할 것이다. 이를 통해 중국이 전통적 해방(海防)체제에서 벗어나 근대적 해양질서를 받아들이는 과정을 알아보는 것이 목적이다.
Abstract
In order to protect the interest of self, the Western powers created international organizations by calling international conferences and processed international matters by enacting international conventions during the middle and late 19th century. The fact that Qing participated in international conferences at this time implies that Qing voluntarily dismantled the ‘installation and tribute system’ in East Asia with China in the center and participated in modern international order with Western countries in the center. It was not an easy matter for Qing to participate in international conventions by becoming a member of civilized countries since Qing dynasty had been proud of self as the Tianchao (天朝, the heavenly dynasty). The purpose of this study is analyzing the International Regulations for Preventing Collisions at Sea and the sea war related conventions entered during the 1st and 2nd Hague Peace Conference, which were the result of the international conferences related to naval force and marine transportation at the time. This study explored the process of Qing, during which Qing got out of the traditional sea defense system and accommodated modern sea order by above conventions.
