정부기관 청렴도 인식이 경찰신뢰에 미치는 영향과 정부기관 신뢰의 매개효과

초록

국내 경찰신뢰 영향요인 관련 선행연구들을 살펴보면, 대부분 경찰활동 관련 변수(공정성, 효과성 등)에 한정되어있음을 확인할 수 있다. 그러나 경찰은 행정안전부 소속 정부기관의 하나로, 경찰활동의 개선 또는 시민들의 경찰활동에 대한 인식 개선만으로는 경찰신뢰를 제고하는 데에 충분하지 않을 수 있다. 국외 선행연구들에서는 더 나아가 국가 단위의 변수를 활용한 비교연구를 통해 경찰신뢰 영향요인을 파악하고 있기도 하다. 이 연구의 목적은 시민들의 정부기관 청렴도 인식이 경찰신뢰에 미치는 영향을 확인하고 그 영향 관계에서 정부기관 신뢰가 가지는 매개효과를 검증하고자 하는 것이다. 이에 한국행정연구원이 2021년 「거버넌스와 한국사회 신뢰수준에 관한 연구」의 일환으로 수집한 설문조사 결과를 바탕으로 양적 통계분석을 진행하였다. 분석결과 정부기관 신뢰는 정부기관 청렴도와 경찰신뢰 사이에서 유의미한 부분매개효과를 보이는 것으로 나타났다. 이러한 연구 결과는 현대 경찰활동 패러다임의 기초인 지역사회 경찰활동의 필수요소로서 경찰협력을 이끌어내기 위한 연장선상의 경찰신뢰 제고 논의가 좀 더 광범위하게 이루어질 필요가 있다는 것을 시사한다. 따라서 후속 연구에서는 국외 선행연구 검토를 통해 관련 영향요인을 탐색하고, 이를 국내에 적용하기 위한 척도 개발 및 타당화 작업이 우선적으로 이루어져야 할 것이다.

Abstract

Looking at previous studies on factors affecting trust in police in Korea, we can see that most of them are limited to variables related to police activities (fairness, effectiveness, etc.). However, the police is one of the government agencies under the Ministry of Public Administration and Security, and improving police activities or citizens' awareness of police activities alone may not be enough to increase trust in the police. Previous overseas studies have gone further to identify factors influencing trust in the police through comparative studies using country-level variables. The purpose of this study is to determine the impact of citizens' perception of the integrity of government agencies on trust in the police and to verify the mediating effect of trust in government agencies in that influence relationship. Accordingly, the Korea Institute of Public Administration conducted a quantitative statistical analysis based on the results of a survey collected as part of the 2021 “Study on Governance and the Level of Trust in Korean Society.” As a result of the analysis, trust in government agencies was found to have a significant partial mediating effect between the integrity of government agencies and trust in the police. These research results suggest that there is a need to more broadly discuss improving trust in the police in order to elicit police cooperation as an essential element of community police activities, which is the basis of the modern police activity paradigm. Therefore, in follow-up research, related influencing factors should be explored through a review of overseas previous research, and scale development and validation work to apply it domestically should be prioritized.
