Abstract

This article considers citizen trust of police as a public value which must be secured by police. Trust is the belief that a person occupying role will perform that role in a manner consistent with the socially defined normative expectations associated with that role. There is a consensus among researchers that citizen perceptions of police trustworthiness increase the willingness of residents to cooperate with police and comply with the law. Also, public trust relates to generalized trust which means how many people trust strangers. It implicates that if people generally believe legal authorities as fair and justice, they will more likely to believe that other people will conform the law. The argument proceeds in four stages. To begin, I review the role and importance of trust as a public value which creating positive social relationships including police-citizen. I then examine not only resident levels of public trust and police trust in Korea with direct and indirect index. I next analyze why Korean society has low level of trust to police and government. I then examine the reason why citizen distrust against police is getting higher in Korea. Finally, I address trust-based policing, with its emphasis on seeking resident input and getting to know the community, increases perceptions of procedural justice more than traditional policing does.
