Abstract

This paper analyzes the current state and factors determining successful operation of Korean works councils, using Korea Labor Institute's 2006 Workplace Panel Survey Data. We focus on organizational factors and HR factors. The former includes firm size, product life cycle, global launching procedures and governance structure. The latter includes contingent worker ratio, unionization, off-the-job training hours, ratio of profit-sharing to wages and small group participation activities. These factors are analyzed with logistic regression on successful operation of works councils and linear regression on goal achieving level of work councils. Findings on this empirical tests are as following: (1) the assessment of operation, the presence of works councils and grievance resolution system of union workplace are more and higher than those of nonunion workplace, (2) organizational characteristics such as bigger firm size(over 500), running by professional management system, HR characteristics which included longer off-the-job training hours, active small group participation activities have a positive impact on the successful operation and goal achievement level of works councils. These results suggest first, in order to successful operation of Korean works councils, government policies should be focused on small & medium size workplace, especially with individually owned governance structures. Secondly, off-the-job training and small group participation activities might be accompanied with successful operation of works councils.
