자영자 가구의 소득변동과 빈곤에 관한 연구:임금근로자 가구와의 비교를 중심으로

본 논문은 1990∼2010년까지 20여 년 동안의 자영자와 임금근로자 가구 간의 소득격차와 빈곤위험을 실증적으로 분석했다. 분석 결과, 자영자 가구의 소득창출력은 외환위기 전후를 기점으로 임금근로자 가구에 비해 약화되었으며, 특히 저학력-중고령 계층에서 소득격차가 확대되었다. 개인 및 가구경제적 특성, 노동시장적 특성을 고려한 실증모형으로 소득격차와 빈곤가능성을 추정한 결과, 자영자 가구는 임금근로자 가구에 비해 소득격차와 빈곤위험이 증가하는 결과가 도출되었다. 인구고령화와 노동유연성 확대에 따른 자영업 선택이 증가하는 현실과 경기침체 및 경쟁과열에 의한 자영업의 수익성 악화 현상이 결합되어 나타나는 자영업의 저숙련화-중고령화-빈곤화 연결고리를 단절시킬 수 있는 고용 및 사회정책이 요구된다.
Abstract
An empirical analysis for the study was provided to look into the income disparity and the poverty risk of self-employed and paid workers between the year of 1990 and 2010. The result was presented that the income creation of self-employed households was diminished compare to those of paid worker households around the time of IMF crisis. Moreover, the income disparity has been expanded especially on the low-educated and the aged class. A conclusion, estimating the features of an individual, a household economy and a labor-market, was drew that the income disparity and the poverty probability of the self-employed households was increased more than the those of the paid worker households. It is imperative, with the expansion of population aging and labor flexibility, to consider a way of discontinuing the links among the low-skilled-aging population-poverty of the self-employed, which turns up with the combinations of the reality of making a choice to be a self-employed, economic recession, excessive competition and exacerbated profitability.
