우리나라의 자영업 부문 취업자의 비중은 이미 매우 높은 상태이지만 근래에 다 시 증가하여 왔다. 이에 대해 본 연구는 ‘자영부문 취업비중 증가는 이 부문에서의 소득기회가 상대적으로 증가했기 때문이며, 이로 인해 자영부문 취업자의 평균 능력(숙련)도 높아졌다’는 가설을 세우고 이를 검증하고자 하였다. KLIPS 자료를 이용한 분석 결과 자영업 부문은 소득수준, 소득 분산 등의 면에서 ‘직업’으로서의 매력이 (상대적으로) 증대되어 온 것으로 파악되었다. 숙련수준과 관련해서는 자 영부문 취업자의 음의 선택성이 계속해서 축소․소멸되어온 것으로 나타났다. 이 는 자영부문 취업자 비중의 증가가 자영업 부문에서의 새로운 기회의 창출에 의 한 바가 큼을 시사한다. 한편, 자영부문 특수적인 숙련의 분산이 증대된 것으로 파악되는데, 이는 자영업 부문 내의 양극화의 심화, 저숙련 자영업주의 고용 및 소득 불안정성의 증대가 진행되고 있음을 제시한다.
Abstract
This paper attempts to explain why the male self-employment rate in Korea has increased steadily since 1990, after a long period of decline. The paper hypothesizes that such a phenomenon is related to the increase in the earnings opportunity in the self-employed sector. An extended analysis of KLIPS data shows that the self-employment sector has indeed become more attractive as an occupation in recent years. At the same time, the negative selectivity of the self-employed workers has declined or disappeared. These indicate that the recent increase in the self-employment rate is associated with the increase in the earnings opportunity in the self-employment sector.
