프리랜서의 직업적 만족도에 미치는 요인에 관한 실증분석과 정책적 함의

초록

본 연구는 우리나라 프리랜서의 실태를 직업 선택의 자발성, 주 소득원 여부, 자신의 일에 대한 통제권, 1인 사업자로서의 애로요인을 해결하기 위한 조직, 프리랜서 시장의 불공정성, 그리고 사회보험 가입 등 다섯 가지 측면에서 실증적으로 분석하는 것을 목적으로 한다. 2020년 경기도 프리랜서에 관한 설문조사데이터를 분석한 결과, 우리나라의 프리랜서는 프리랜서를 주 소득원으로 하는 직업 종사자의 비중과 비자발적 프리랜서의 비중이 미국 및 서유럽의 경우에 비하여 상대적으로 높은 것으로 확인되었다. 이 데이터를 이용하여 프리랜서의 직업적 만족도를 순위 프로빗 모형으로 분석한 결과, 프리랜서 직업을 자발적으로 선택한 응답자, 자신의 일 처리방식을 스스로 결정하는 프리랜서, 그리고 프리랜서의 애로요인을 해결하는 데 필요한 조직이 있다고 응답한 프리랜서의 직업적 만족도가 통계적으로 유의하게 높게 나타난 반면에 프리랜서 시장에서의 불공정계약 관행이 심각하다고 인식하는 프리랜서일수록 직업적 만족도는 낮아진다는 가설이 통계적으로 유의하게 지지되었다. 그리고 고용보험과 산재보험 등 사회보험에 가입될수록 프리랜서의 직업적 만족도가 높아진다는 가설에 대하여 낮은 수준의 통계적 유의성을 나타냈다. 마지막으로 본 연구는 이러한 실증분석 결과의 정책적 함의를 제시하였다.

Abstract

This study empirically examines the situation of freelancers in Korea in five aspects, such as spontaneity in choosing a job, whether it is a major source of income, control over one's own work, an organization to solve difficulties as a single entrepreneur, unfairness in the freelance market, and social insurance subscription. As a result of analyzing survey data on freelancers in Gyeonggi-do in 2020, it was confirmed that the proportions of involuntary freelancers and of freelancers as the main source of income for freelancers in Korea were relatively higher than those of the United States and Western Europe. In addition, as a result of analyzing the job satisfaction of freelancers using the ordered probit model, it is statistically significant that respondents who voluntarily chose a freelance job, freelancers who control their own work, and organizations necessary to solve the difficulties of freelancers are higher than their counterparts while the job satisfaction of freelancers not enrolled in social insurance such as employment insurance and industrial accident insurance, and of freelancers who strongly perceived that unfair contract practices in the freelancer market would be statistically and significantly lower than their counterparts. Finally, this study presented the policy implications of these empirical analysis results.
