대내외 경제위기에 따른 한국 공공고용서비스 정책의 변화

한국에서 고용서비스는 1980년대까지 그 개념도 명확하지 않았지만 경제위기를 계기로 지난 30년간 관련 정책이 급격하게 발전하였다. 1990년대 초반의 일자리위기를 겪으며 고용보험법과 고용정책기본법이 제정되었고, 1997년 아시아 금융위기가 한국에 영향을 미친 1998년에 고용센터의 전신인 고용안정센터가 개설되었다. 2000년대 초중반부터 본격화된 저성장에 따른 위기의식을 바탕으로 고용서비스 선진화 계획이 시행되며 맞춤형 취업지원체제가 시행되었다. 이전의 경제위기를 배경으로 공공고용서비스의 기본적인 인프라가 갖춰진 2008년에 세계금융위기가 발생하며 2009년에 취업성공패키지가 도입되었고, 코로나19로 인한 경제위기가 본격적으로 시작된 2020년에 국민취업지원제도가 채택되었다. 취업성공패키지와 국민취업지원제도를 도입하고자 했던 시도는 경제위기 발생 직전 실패하였으나, 실패 직후 예측하지 못한 경제위기가 발생하였고 이후 각 제도가 몇 달 안에 채택되었다. 이러한 경제위기의 외생성과 경제위기 전후 정책도입의 단절성은 경제위기라는 정책환경의 변화가 정책변화에 영향을 미쳤다는 것을 보여준다. 또한 정책분석과 정책채택 단계의 정부가 동일하지 않다는 점은 과학적이고 중립적인 정책분석의 결과와 바람직한 정책 방향에 대한 역대 정부들의 공감을 바탕으로 한국의 공공고용서비스가 발전해왔다는 것을 보여준다.
Abstract
Until the 1980s, the Public Employment Service (PES) in South Korea did not have proper policy measures. Over the last 30 years, however, the PES in South Korea has developed rapidly in the face of internal and external economic crises. Through the labor market crises in the early 1990s, the Employment Insurance Act and the Framework Act on the Employment Policy were enacted, and, in 1998, when the 1997 Asian Financial Crisis began to affect Korea, the Employment Security Center, the predecessor of the current Employment Center, was established. With worries based on low growth beginning in the early and mid-2000s, the employment service advancement plans were implemented, and customized employment services were provided. Furthermore, the Employment Success Package was introduced after the 2008 Global Financial Crisis, and the National Employment Support System was introduced after the outbreak of COVID-19. Attempts to adopt the two policies were unsuccessful prior to the economic crisis, but each policy was adopted within months after the occurrence of the economic crisis. Such exogeneity of the economic crisis and the sharp discontinuity of the policy adoption provide suggestive evidence that the economic crisis, which is the major change in the policy environment, affected the changes in the PES. In addition, the government that conducted the policy analysis is not the same as the government in which the program was adopted. This result shows that Korea's PES has developed based on the scientific and politically neutral policy analysis and mutual understanding of desirable policy directions among previous governments.
