이 논문은 한국의 조직에서 사명(mission)의 활용 실태를 분석하는 것이다. 연구 대상은 조직의 사명선언서의 기능성과 가치성이고, 연구의 방법은 내용분석의 방법이다. 조사대상조직은 정부 기관, 공공기관(정부투지기관), 시민사회단체 그리고 주요 사기업을 포함한다. 2012년 현재 우리나라의 주요조직 222개를 대상으로 하여 사명 선언서에 대한 접근성과 구성내용을 조사 분석을 하였다. 연구결과는 다음과 같다. 첫째, 접근성에서는 조사대상 조직의 약 30%에서 사명선언을 하고 있다. 조직유형별로 접근성을 보면 조직 종류에 따라 많은 차이를 보여준다. 공공기관이 가장 많았고, 정부기관이 중간이며 시민사회단체가 다음이고 사기업이 가장 적었다. 둘째, 조직의 사명선언서에 내포하고 있는 내용은 조직의 종류에 관계없이 기능성(조직이 하고 있는 일)과 가치성(조직이 추구하는 가치)을 동시에 언급하고 있는 경우가 대부분이다.
Abstract
The purpose of this study is to analyse how organizational missions are used in Republic of Korea really. The research subjects to analyse are about accessability, function and value of mission statements. The research method is content analysis. The research objects are 222 organizations including government organizations, public bodies, non governmental organizations and private companies in Korea, in 2012. The results of this research are:First, in the sphere of accessability, about 30% of mission statements are founded among all research objects. There are lots of differences according to organizational typology. Tor example in numbers, the largest is public body, the second is government departments, the third is NGO, and the last is private company. Second, the contents in mission statements are written mostly about functions and values simultaneously not withstanding organizational type.
