정부조직개편의 제도논리와 성과논리: 정보통신분야 ‘컨트롤 타워’의 탄생, 해체, 부활을 중심으로

19대 대선을 앞두고, 정부조직개편 논의가 다시 시작되었다. 정부조직개편을 피해갈 수 없다면, 어떻게 하는 것이 좋을까? 정부조직개편이 여론과 정치에 의해서 결정되는 동안, 이러한 결정 뒤에 숨어 있는 논리에 대한 이론적 접근이나 평가가 부족하였던 것 같다. 본 연구는 조직경계의 설정과 변동에 관한 단순모형을 통해 정부조직개편에 대한 이론적 분석과 평가를 시도하였다. 정부조직개편은 부처 간의 조직경계를 변동시킨다는 점에 착안하여, 제도환경과 업무환경으로부터 경계변동 요인이 되는 제도논리와 성과논리를 도출하였다. 이러한 제도논리와 성과논리를 통해 김영삼 정부부터 박근혜 정부까지 정보통신분야 정부조직개편을 분석･평가하였다. 지금까지 정보통신분야의 정부조직개편은 ‘컨트롤 타워’의 탄생, 해체, 부활의 과정이었다. 정보통신분야 정부조직개편에서는 지대추구, 제도논리 대안탐색, 그리고 정치적 선택이라는 행태적 특징과, ‘총괄부처주의의 관행화’, ‘컨트롤타워의 상징화’, ‘제도논리와 성과논리 불균형’이라는 제도적 특징을 발견하였다. 발견된 문제점을 중심으로 정부조직개편의 한계와 향후 과제를 제시하였다.
Abstract
Government reorganization will be an imminent event in the aftermath of 19th presidential election. If government reorganization is inevitable, how we should do it? Among many and varied factors, politics is the single most important in reorganizing government agencies. Interestingly, however, I have found few studies that take theoretical approaches to explain the logics behind the decisions of government reorganization. This paper attempts to explain and evaluate the logics behind government reorganization. First, I draw a theoretical framework based on organizational boundary setting and change, and suggest two logics –institutional and performance- to explain and evaluate the decisions of government reorganization. These logics are developed from theories of organizational environment and boundary. Second, I applied institutional and performance logics to explain and evaluate how a new administration has reorganized government agencies in the field of information and communication technology(ICT) from Kim Young-Sam to Park Geun-Hye administration. Third, I observed agencies’ rent-seeking behavior, justification based on institutional logic, and political selection as behavioral characteristics in the course of government reorganization. Fourth, I found several problems such as ‘functional centralization,’ ‘control-tower symbolism,’ and ‘imbalance between institutional and performance logic.’ Lastly, I suggest some policy implications to improve government reorganization.
