본 연구는 우선 신제도주의 이론을 통해 정보통신과 과학기술 분야 정부조직 통합이 어떠한 과정을 거쳐 진행되어 왔는지 그리고 여기에 작용한 핵심적인 정책아이디어는 무엇이었는지 살펴보고자 하였다. 또한 본 연구는 첨단부문(정보통신과 과학기술) 정부조직의 통합에 대해 정책흐름모형, 정책옹호연합모형 등의 이론적 분석틀을 조합･활용하여 시론적으로 분석하였다. 이 결합모형을 통해 정보통신과 과학기술이라는 두 첨단분야 정부조직의 통합에 대해 분석한 결과, 전체적으로 보아 이러한 모형의 적용은 타당하였고 적실성도 있었다고 평가될 수 있다. 특히 정책흐름모형은 정권교체와 같은 정치적 사건 뒤의 특정 시점에서의 정부조직개편을 분석하는 데 있어 유용하고 적실성 있게 적용되었다. 정책옹호연합모형의 경우에는 정부조직개편을 둘러싼 참여자들간의 대립관계를 명확히 파악할 수 있게 해주었지만, 보통 이론적으로 장기간에 걸쳐 형성되는 옹호연합의 특성상 단기간에 끝나는 정부조직개편에 대한 분석모형으로서의 유용성은 그리 크지는 않다고 판단된다. 다만 장기적인 정부조직변동 과정에서의 옹호연합간의 관계를 분석한다면 유용성이 있을 것으로 보인다.
Abstract
Based on new institutionalism, this research analyzes the integration process of the central government in ICT and S&T sectors along with the policy idea used in that process. Furthermore, this research does an in-depth analysis by combining and using theoretical analysis framework such as the Multiple Stream Framework(MSF) and Advocacy Coalition Framework(ACF) regarding the integration of government organizations in the high-tech field(ICT and S&T). According to the results based on a model combining both the MSF and the ACF regarding the integration of government organization of two high-tech fields, ICT and S&T, it can be assessed that this type of a model is valid and relevant overall. Especially in the MSF, in analyzing the governmental reorganization after a political event such as a regime change, it applied very usefully and relevantly. In the case of the ACF model, it helped in figuring out the conflict relationship between the participants surrounding the government reorganization, but in theory, it is assessed that due to the characteristics of the ACF being formed over a long-term period, it does not apply well as an analytical model of governmental reorganization taking place over a short-term period. However, if the relationship between advocacy coalitions in the long period of governmental organization change is analyzed it might be useful.
