공공갈등전개과정에서 나타난 갈등과 커뮤니케이션 네트워크의 상관관계 연구: 밀양 송전탑 갈등 사례를 대상으로

초록

본 연구에서는 우리나라에서 가장 장기간 갈등이 해결되지 않고 있는 공공 갈등 사례인 밀양 송전탑 갈등 사례를 연구대상으로 커뮤니케이션 네트워크와 갈등 네트워크와의 상관관계를 사회 연결망 분석의 QAP기법을 이용해 검증하였다. 특히 이 연구는 커뮤니케이션 요인 가운데 투명성(참여성, 정보제공, 비은폐성), 윤리성, 쌍방향성이 갈등의 전개과정 중 큰 변화가 있었던 5개의 변곡점에서 갈등행위자 간의 갈등네트워크와 어떠한 상관관계를 보이는지를 살펴보았는데, 연구 결과 각각의 시기별로 갈등과 가장 상관관계가 높은 것으로 나타난 커뮤니케이션 요인은 증폭기에는 쌍방향성, 완화기와 재증폭기에는 윤리성, 밀양주민 이치우 사망사건 발생시점인 최고점기에는 비은폐성과 교착기에는 다시 쌍방향성이 상관관계가 가장 높은 것으로 나타났다. 이러한 결과를 바탕으로 다음과 같은 명제를 도출할 수 있었다. 첫째, 갈등이 장기화됨에 따라 갈등 당사자들은 정치적 동원 전략을 구사하며 그에 따라 갈등네트워크의 규모는 점차 커질 가능성이 있다. 둘째, 갈등 해결에 있어서 소통이 결정적인 역할을 할 수 있는 시기는 갈등의 초기이며 이 시기에 갈등 당사자들 간의 쌍방향적 소통은 갈등의 교착화를 막고 조속한 갈등해소를 위한 중요한 요소라 할 수 있다. 셋째, 특정 시점을 놓쳐 갈등이 심화되고 극단적 사건이 발생하게 되면 그 이후에는 대화를 통해 갈등을 해결하는 것이 어려울 것이다.

Abstract

The purpose of this study is to explore the relationship between conflict and communication (i.e., transparency, ethics, and mutuality, in particular) networks at the major five inflection points of the public conflict process. The network datasets among social actors involved in the particular conflict case were constructed based on the newspaper articles, and they were analyzed using the Quadratic Assignment Procedure(QAP), a social network analysis technique, which is designed to investigate the correlation among two or more networks. The results suggest that early intervention is likely to resolve a public conflict and that mutuality is the most critical communication factor to build trust between conflictual parties at early stages in the process of public conflict. On the other hand, once the critical time has passed, the role of communication between conflict parties diminishes.
