대부분의 행정행위는 권력관계를 바탕으로 이루어진다. 그러나 행정학계에서 권력에 대한 논의는 과거 행태주의자들의 주장에서 크게 벗어나고 있지 않다. 그런 의미에서 행정학자의 입장에서 20세기 후반부터 Michel Foucault를 중심으로 탈구조주의적 혹은 포스트모더니스트적 입장에서 나온 권력에 대한 새로운 주장들을 검토해야할 이유는 충분한 것이다. 본 논문은 우선 Foucault의 권력에 대한 주장들을 필자의 기준에 맞추어 정리를 하고 몇 가지 문제점을 도출 할 것이다. 그리고 최근의 권력에 대한 새로운 이론들도 Foucault 권력론과의 관련 아래에서 탐색할 것이다. 이런 과정을 통해 행정권력에 대한 다차원적이고 보다 심층적인 연구가 현재의 우리나라의 상황에 비추어 질실히 필요함을 주장할 것이다.
Abstract
Power relation underlies most of the governmental activities. However, discussions concerning power in the field of public administration are seldom beyond the confine of a behavioralist framework. It is therefore imperative for the researchers in public administration to investigate other significant approaches to power, specifically those developed by Michel Foucault and other post-modernist scholars. This article aims to put Foucault's conception of power straight for the purpose of examining whether his notion of power could be made use of in the analysis of governmental activities. This article also attempts to draw out some problems inherent in Foucault's arguments, while bringing to the light the newest approaches to power by some post-structuralist scholars. In conclusion a few implications of the research are presented, particularly in the light of the changed terrain of power relations in the 21th century.
