파괴적 기술혁신이 심화되면서 지능형 인프라를 활용하는 지능형 정부가 점차 부각되고 있다. 이러한 맥락에서 우리는 지능형 정부를 실질적으로 작동시키는 공무원을관리하는 지능형 인사관리의 현 수준과 개선 방향을 연구할 필요가 있다. 지능형 정부인사관리 수준 진단을 위해 지능형 HRM(채용 및 배치, 직무, 성과관리, 업무환경) 과 지능형 HRD(교육훈련, 경력개발, 역량개발, 리더십)를 중심으로 설문 문항을 구성하고, 우리나라 공무원들의 인사관리와 교육훈련을 담당하고 있는 인사혁신처 및국가공무원인재개발원에 근무하는 공무원 대상(245명) 인식 조사를 시행했다. 분석 결과를 바탕으로 글로벌 환경 변화, 행정수요 및 정부기능의 변화 등 미래 트렌드에 대한 예측과 선찰을 통해 데이터기반/증거기반 정부운영과 지능형 정부가 구축될수 있도록 관련 법제도, 지능형 인프라, 교육 등을 체계화할 필요가 있음을 제시하였다.
Abstract
In recent times, the introduction of numerous disruptive technological innovations has led to the emergence of intelligent government using intelligent infrastructure. It is important to study the current level of intelligent personnel management, which manages civil servants who operate intelligent government, and determine the future direction of improvement. In this study, a survey on the personnel management of public officials in South Korea was conducted on public officials(n=245) working at the Personnel Innovation Office and the National Public Officials Human Resources Development Institute, both of which overlook management as well as education and training of public officials. To assess the level of intelligent government personnel management, the questionnaire items focused on intelligent HRM(recruitment and placement, job, performance management, and work environment) and intelligent HRD(training and development, career development, competency development, and leadership). The survey analysis results can be used to establish data-/evidence-based government operation and intelligent government through prediction of future trends such as changes in the global environment, administrative demand, government functions, related laws, intelligent infrastructure, education, and so on.
