이 글은 미래사회에 대한 비교적 장기적인 예측에 기반하여 정부인적자원관리의 방향을 제안하고 있다. 과학기술, 저출산 고령화 사회, 다문화 사회 등 우리 사회의 변화를 이끌 주요 변인이 정부에 미치는 영향에 효과적, 전략적으로 대응하여 정부의 성과를 제고하기 위한 정부 인적자원관리의 이슈를 채용단계, 재직단계 및 퇴직단계 등 인적자원관리의 전 과정별로 구분하여 정리하였다. 결론적으로 제안된 이슈를 중심으로 장기적 관점과 방향성에 기초하여 현안에 효과적으로 대응하는 정부 인적자원관리의 필요성을 언급하였다.
Abstract
This paper presents the major issues of government human resource management based on a relatively long-term prediction of the future society. The impacts of key environmental variables such as science and technology, low birth rate, aging society, and multi-cultural society were briefly discussed. Government needs to respond to those challenges effectively and strategically. The paper identified major government human resources management issues and discussed how to manage them. In conclusion, the importance for government human resource management to effectively respond to those issues based on a long-term perspective and direction was mentioned.
