위기는 주지하는 바와 같이 사회발전의 또 다른 기회가 되어 왔으며, 사회는 많은 도전들을 슬기롭게 극복하면서 발전되어 왔다. 역사적으로 환경의 변화에 따라 이에 대응하는 행정 패러다임과 정부의 역할도 변화되어 왔다. 코로나19 팬데믹 사태는 정부가 국민의 생명과 재산을 보호하고 지켜야 하는 수호자로서의 역할이 강화되어야 함을 재차 상기시켜주고 있으며, 업무수행 측면에서도 비대면 활동의 활성화와 근무형 태 유연화가 요청되는 변화가 수반되었다. 이 연구는 포스트코로나시대의 행정환경 변화양상을 조망하고, 이에 요청되는 바람직한 정부의 특성으로, 민첩한 정부/정책네트워크 정부/지능형 정부 등을 제시하였고, 이에 적절히 부응하는 향후 우리나라 인사제도의 개혁방안으로 직급과 계층의 통합/직급별 채용제도 개선/역량평가에 따른 승진/속진임명제 도입과, 중앙인사행정기관의 역할강화 방안 등을 제안하였다.
Abstract
Crisis consists of risk and opportunity. As we all know, civilization came out from the results of challenges and responses. In history, government has been developed in response of environmental changes. Now we are confronted Covid-19 pandemic worldwide. To confront this hugh crisis, government and public servants work rigorously. To do so, many governmental systems have to change. Flexible work time and place, flexible recruiting would be good examples that should be adapted by the government. Now we are pursuing agile, AI, intelligent, and network government. This pandemic definitely make us difficult, but we will overcome finally, and we need more flexiblegovernmental systems for this.
