복지국가와 이주노동력, 그 긍정적인 관계에 대하여 - 1950-70년대 독일과 여성이주노동자를 중심으로

지구화 시대의 이주는 20세기 중반 이후에 서구 자본주의사회에 완성적인 형태로 운영되기 시작한 복지국가와의 관계에서 매우 다양한 평가를 받는 현상에 속한다. 대부분의 서구 복지국가에서 1970년대 중반 이후에 경제적 상황의 악화로 복지제도를 축소시키거나 변화시키는 경험 속에서 이주가 복지국가를 위기에 몰아넣을 수 있다는 생각들이 발전하였다. 그것은 이주민들이 혜택을 받음으로서 복지를 위한 사회적 재정이 양적으로 축소된다는 것, 복지재정을 감당하는 세금제공자들이 사회적 합의와 동의에 의해서 제공하던 것을 점차 부정하게 되면서 축소된다는 것, 이주민을 수용하면서 만들어진 다문화정책들이 이주민을 통합하는 것을 포기하면서 사회 내에 다양한 갈등을 초래하게 되고 궁극적으로 이주민에게나 전체 사회성원들의 민주주의 운영까지 위기를 가져온다는 생각들이 대표적이다. 이 모든 의견들이 갖고 있는 기본적인 전제는 이주노동자가 복지국가에 유입되어 수혜자가 된다는 것에 있다는 것이 눈여겨보아야 할 일이다. 실은 서구의 복지정책이 성공적으로 운영되던 시기는 이주노동자의 유입시기와 맞물려 있기 때문에 복지의 운영과 이주민의 유입은 서로 간에 이해관계가 맞아떨어진 결과이다. 독일 역시 그러한 국가 중의 하나이며 이에 본고에서는 이주노동력들, 특히 구체적으로는 한국이 독일로 보낸 이주노동자들의 일상적인 노동으로부터 독일의 국민적인 복지와 인간적인 삶의 영위가 어떤 긍정적인 영향을 받게 되는지에 대하여 살펴보았다. 특히 노동시장에서의 활동과 긴밀하게 연결되어 있는 독일의 복지제도에서 여성의 입지는 매우 약한데 이런 여성의 복지, 또는 질 높은 삶으로 인한 복리감을 형성하는데 한인 간호여성을 중심으로 하는 이주노동이 어떤 긍정적인 기여를 했는가 하는 것을 살펴보았다.
Abstract
Migration in the era of globalization is a social phenomenon differently evaluated in terms of its relationship with welfare states that began to be implemented in mid 20th century in the perfect form of Western capitalist societies. In most Western welfare states, people have developed ideas that migration might endanger welfare states in the midst of experiencing downsizing or change of welfare system caused by economic slowdown since mid 1970’s. They also think that the finances for social welfare will decrease as migrants receive benefits, and that the finances will decrease as taxpayers gradually deny what they used to offer based on social agreement, and that social conflicts will be brought on as muliticultural policies designed to integrate migrants gradually give up their initial purpose, which will bring crisis of democracy of the whole society including migrants. There are also a number of counterclaims against these ideas. We should note that all these claims are based on the premise that migrant workers are integrated to welfare states and become beneficiaries. In fact, coincidence of welfare policies and inflow of migrants was a case of mutual benefit as welfare policies were being implemented when migrant workers began to immigrate. Germany is one of the countries to do so. This report will study how daily labor of migrants, especially Korean workers, have positively affected national welfare and lives of Germans. Especially, status of women is quite vulnerable in German national welfare system which is closely linked to the activity in labor market. This report will review how migrant workers including Korean nurses positively contributed to the welfare or high quality of life of women.
