디지털 플랫폼 생태계에서의 사업자 간 갈등해결에 관한 연구: 업종별 갈등관리 및 조정 특성 차이를 중심으로

디지털 플랫폼의 성장과 확산이 다양한 비즈니스 경쟁 구조에 영향을 미치고 있고, 이에 따른 사업자 간 갈등도 지속해서 보고되고 있다. 따라서 플랫폼을 둘러싼 비즈니스 갈등의 적절한 관리가 사회적으로 매우 중요하고 시급한 상황이다. 이에 본 연구는 플랫폼 생태계에서 발생하고 있는 사업자 간 갈등 해결 특성을 탐색하기 위해, 총 20개의 갈등 사례를 수집・분석한 후 플랫폼 갈등관리 및 조정 특성을 유형화하였다. 주요 분석 결과는 다음과 같다. 첫째, 디지털 플랫폼에서의 갈등관리는 주로 갈등이 발생한 후에 신속하게 조정하는 사후적 갈등 전략과 법적 접근을 선호하는 것으로 확인되었다. 둘째, 플랫폼 갈등의 주요 중재 주체인 공적기관의 법적 개입은 정책적 변화를 통한 갈등 해결을 유도한 것으로 나타났다. 다만 이로 인한 부작용과 정책 변화 이후의 추가적인 갈등 상황에 대한 대처는 다소 미흡한 수준으로 평가되었다. 끝으로 디지털 플랫폼 생태계에서의 사업자 간 갈등 원인과 관리 방식은 업종별로 다소 다르게 나타났다. 이는 업종 특성을 고려한 갈등관리 방식을 고안하고 적용할 필요가 있음을 시사한다. 본 연구는 플랫폼 갈등관리와 조정 특성을 유형화해 플랫폼 갈등 해결에 대한 논의의 출발점을 제공해 준다.
Abstract
As digital platforms emerge as the mainstay of business, conflicts between business participants are inevitable. The rapid growth and proliferation of platforms are changing the structure of business competition across multiple industries, and resolving and properly managing conflicts in this transformation is an urgent challenge for business participants. The aim of this study is to explore the characteristics of conflict management and conflict mediation for resolving conflicts between businesses that occur within the platform ecosystem. A total of 20 domestic and international conflict cases were analyzed to categorize the characteristics of platform conflict management and mediation. The findings are as follows. First, conflict management on digital platforms has mainly been achieved through reactive conflict strategies and legal approaches that aim to quickly reconcile conflicts after they have emerged. Second, legal intervention by public institutions has induced policy changes, but the side effects or subsequent factors of conflict indicate the need for multidimensional conflict management and resolution. Third, the causes of conflicts and management methods were found to be different in each industry, which means that it is necessary to apply conflict management methods that are suitable for the characteristics of the industry. This study provides strategic implications for resolving platform conflicts and contributes to finding solutions for effectively managing such conflicts.
