인공지능(AI) 기술의 급속한 발전은 글로벌 산업 지형을 변화시키고 있으며, 특히 AI 활용이 기업 생산성 향상과 산업 혁신의 핵심 요소로 부각되고 있다. 본 연구는 AI 기술의 산업 적용을 촉진하기 위한 정부 R&D 투자 현황을 분석하고, 정책적 시사점을 도출하였다. 최근 5년간 정부 AI R&D 투자는 전체 예산 대비 3.1%로 낮은 수준이다. 또한, 국가 R&D 예산의 98.4%가 AI 기반기술 개발에 집중되어 있어 산업 전반의 적용을 가속화하기 위한 투자 포트폴리오의 개선이 필요하다. 산업 AI의 실질적인 확산을 위해서는 정부의 전략적 투자 확대와 함께 산업현장에서의 적용을 지원하는 것이 필수적이다. 이에 따라 정부는 AI 산업 활용 촉진을 위한 R&D 투자 규모 확대, 전략적 투자 영역 설정, 기업 맞춤형 지원 및 산업현장 기반 확충을 중점적으로 추진해야 한다. 첫째, AI 기술이 산업현장에서 실질적으로 활용될 수 있도록 정부 R&D 투자를 대폭 확대하고, 제조업을 포함한 다양한 산업 분야에서 AI 기술 적용을 위한 실증 프로젝트를 지원해야 한다. 둘째, 기업간 가치사슬 연계를 기반으로 한 생태계 중심의 연구개발(R&D) 방식을 도입하여 정부를 포함한 민간기업 간의 연계를 촉진시킬 수 있는 산업 AI 전략을 추진할 필요가 있다. 셋째, AI 활용 단계에 따라 수요과 공급기업이 효과적으로 연계할 수 있는 AI 매칭 플랫폼을 구축하고, 기업 맞춤형 AI 바우처 사업을 함께 추진해야 한다. 마지막으로, 산업현장에서 AI 기술을 적용하고 확산할 수 있도록 실무형 전문 인력을 양성하고, ‘디지털 산단’ 구축을 통해 데이터 공유와 협력 생태계를 조성할 필요가 있다. 이와 같은 정책적 지원을 통해 AI의 산업적 활용을 촉진하고, 우리나라 산업 경쟁력을 강화할 수 있을 것으로 기대된다.
Abstract
The rapid development of Artificial Intelligence (AI) technology is transforming the global industrial landscape, with the use of AI emerging as a key factor in improving business productivity and industrial innovation. This study analyzes the current status of government R&D investment to promote the industrial application of AI technology and draws policy implications. Over the past five years, government investment in AI R&D has been low at 3.1% of the total budget, and 98.4% of the national AI R&D budget is focused on the development of basic AI technologies, suggesting that the investment portfolio needs to be improved to accelerate the application of AI across industries. In order for industrial AI to become truly widespread, it is essential for the government to support its application in the industrial field with increased strategic investment. Therefore, the government should focus on increasing the scale of R&D investment, establishing strategic investment areas, providing customized support to enterprises, and expanding the industrial field base to promote the industrial application of AI. First, government R&D investment should be significantly expanded to ensure that AI technology can be practically used in the industrial field, and demonstration projects should be supported to apply AI technology in various industries, including manufacturing. Second, an ecosystem-centered R&D approach based on value chain linkages among enterprises should be introduced to promote an industrial AI strategy that can facilitate linkages among private enterprises, including the government. Third, we need to build an AI matching platform that can effectively connect AI-demand and supply enterprises according to the stage of AI utilization, and promote AI voucher projects tailored to enterprises. Finally, we need to cultivate a workforce of practicing professionals to apply and popularize AI technology in the industrial sector, and build the ‘digital industrial complex’ as an ecosystem of data sharing and cooperation.
