이 글은 해방직후 38이남에서 쓰이고 통용된 반공이야기의 내용과 의미를 밝히려는 것이다. 도덕론이나 제노포비아(Xenophobia)에 입각한 민족이야기(nation narrative)가 반공이야기에 습용되었다는 것은 이 글이 전제하는 바다. 반마르크시즘이나 반볼셰비즘뿐 아니라 반이북, 반소비에티즘, 혹은 반러시아를 의미한 반공은 근본적으로 추방령으로서의 성격을 갖는다. 추방령으로서의 반공은 채만식이 소설 「도야지」(1948)에서 언급한 공산주의에서 ‘진리’를 찾고자 한 대중을 상대로 한 것이었다. 해방이후 38이남은 반공반소를 통해 세계를 장악하려는 ‘탈식민의 제국주의(imperialism of decolonization)’가 관철되었던 공간이었다. 아직 세워지지 않은 국가의 법이 된 반공은 도의적으로 공산주의(자)를 질타하거나 국제정치의 냉엄한 현실을 일깨워 대중의 경각을 요구하는 현실주의에 입각한다. 잡지 『이북통신』(1946~1948)은 소련군의 ‘만행’을 고발함으로써 공산주의의 악마적 폭력성에 대한 공포를 조성하는 한편, (공산주의에 의해) 오염된 부분을 과감하게 삭제해야 한다는 민족적 초자아의 명령을 부과한다. 군정청 공보부 여론국에서 발행한 잡지 『민주조선』(1947~1948)은 민주주의를 실현하는 조건으로 ‘민중의 자기반성’을 요구한다. 이 간행물의 중심필자들은 민주주의와 공산주의가 ‘문명화’의 수준에 따라 구획된다는 관점을 좇아 ‘민지’의 향상을 강조하지만, 결국 역설적이게도 민주주의 불가론에 도달한다. 공산주의를 색출하고 추방하는 주체는 국가였다. 누구든 언제라도 추방의 대상이 될 수 있는 상황은 국가로 하여금 공포의 군림을 가능하게 했다. 빨갱이를 배제해야 하는 긴급한 상황을 통해 주권권력이 작동했기 때문에 주권권력의 작동을 가능하게 한(예외상태를 지속시킨) 반공은 이 국가의 ‘국시’가 될 수밖에 없었다.
Abstract
The purpose of this paper is to define the content and meaning of anti-communism narrative commonly used in the south of the 38th parallel just after the liberation of Korea. In this paper I premise that anti-communism narrative took a form of nation narrative based on 'dodeokron'(moralistic demarcation) and Xenophobia. Anti-communism which means anti-Marxism and anti-Bolshevism, anti-North, anti-Sovietism and anti-Russian has the character of ordinance of exile fundamentally. The public who tried to find the 'truth' in communism as described in Chae, Man-sik's novel "doyaji" (1948) was the target of this ordinance of exile. After the liberation, the south of the 38th parallel was placed under the influence of the imperialism of decolonization that attempted to dominate the world through anti-communism and anti-Soviet. The anti-communism became the laws of the state that have not been built yet, denounced moral deficiency of communist and remind the public's stake in the grim reality of international politics. North report(1946~1948) reported atrocities committed by Soviet soldiers and accused them, so create the fear for the demonic violence of the communist. And to the other hand main writers of that journal imposed demand of the national superego that the contaminated part by communism should be deleted. Democratic Korea(1947~1948) published from the bureau of public opinion in the US army military government asked 'people's self-reflection' for the conditions to realize democracy. The authors of this publication emphasized the improvement of the intellect of people, because they rest on the perspective that democracy and communism can be devide according to the level of civilized, but eventually their argument asserted democracy may be impossible to Korean yet. State was principal agent to ferret out and deport the communist from the country. The situation that anybody at any time can be the target of deportation make possible the reign of state. Anti-communism could not but become national policy because it enables the operation of sovereign power and sovereign power operates through an emergency that order exclusion of communist .
