초록

1차 세계대전 종전 이후 영국이 맞이한 시대적 변화의 흐름은 오랫동안 영국과 일본이 맺어왔던 관계 역시 변화시켰다. 1902년 영일동맹 이후 오랜 세월 동아시아에서 영국의 든든한 우방국이었던 일본은 1920년대로 접어들며 점차 위협적인 경쟁자로 변해갔다. 이런 상황의 변화를 기민하게 인식했던 영국 해군성은 정부 및 대중에게 이를 알리고 해군력 증강을 통해 일본을 견제하고자 했다. 하지만 전쟁 이후 국방비 지출에 부정적이었던 정부 및 대중의 태도는 쉽게 바뀌지 않았다. 이런 상황 속에서 해군 중장 조지 알렉산더 밸러드는 『해양이 일본 정치사에 미친 영향』(1921)이라는 책을 펴내게 된다. 밸러드는 이 책을 통해 독자들에게 일본이 해양을 이용하여 어떻게 성장했는지, 그리고 동아시아 지역에서 얼마나 위협적인 존재가 되었는지를 보이고자 했다. 그리고 이와 함께 한 때 세계의 해양을 장악했던 영국이 현재에는 어떤 위치에 놓여있는지 글의 행간에서 암시적으로 묘사했다. 결과적으로 밸러드는 일본 해양사 서술을 통해 영국 내에 일본의 위협적인 성장을 알리고, 이와 동시에 영국이 동아시아, 그리고 전 세계 해양에서 다시 한 번 일어서고자 한다면 해군력의 증강이 반드시 필요함을 알리고자 했다.

Abstract

After end of the World War I, the changes in the time flow of generation that Britain had faced also changed the old relationship with Japan. After signing the Anglo-Japanese alliance in 1902, for almost twenty years Japan had been Britain’s strong ally in East Asia, in the 1920s however, Japan came to be a threatening competitor. The Admiralty recognizing the situation in a sensitive manner tried to inform the British public of its happening, and wanted to restrain Japan through naval buildup. But it was not easy due to the British government and public’s negative view for increasing the national defense budget. Under these circumstances, George A. Ballard wrote The Influence of the Sea on the Political History of Japan. In the book, Ballard wanted to explain how Japan developed by taking advantage of the sea. Moreover, he tried to emphasize that Japan had become the most threatening nation in East Asia. Then, he tried to describe Britain’s naval status in the Asia-Pacific region in light of the Imperial Japanese Navy’s growth. As a result, Ballard wanted to notify the government and public about Japan’s threatening growth by writing Japanese maritime history, and intended to inform that the naval buildup is necessarily required to recapture past glories of the Royal Navy.
