Abstract

A series of important ecclesiastical reform acts which passed under the Rump Parliament in the early 1650s provide a useful signpost on which to reassess the existing literature on the development of English puritanism. In particular, “act for providing maintenance for preaching ministers, and other pious uses” and the resultant survey of churches in the thirty-five English counties are a case in point. This essay analyses the survey records pertaining to the county of Lancashire. The received version has maintained that population growth in the mid-century, coupled with the rise of affluent puritan laity in the English provinces, became a hindrance to the traditional parish-based system of the Church of England; instead, the argument goes, the chapelry, a smaller unit of ecclesiastical administration, became more and more popular particularly amongst puritan laity. To this view, however, the county of Lancashire offers a crucial corrective: the vast majority of parishioners insisted that they either remain or be promoted to parish churches through securing stable sources of church revenue. Unlike the prevailing image of English puritans as seekers of corporate independence at a small scale for the sake of fostering their practical piety and religious autonomy, Lancashire parishioners were willing to pursue corporate expansion through mergers with and acquisitions of multiple smaller churches if and whenever possible. Examination of the survey records, therefore, can serve as a case study in support of the thesis that by the early 1650s at the grassroots level the ideal of corporate independence and that of corporate expansion were not mutually exclusive, but rather two simultaneously pursuable visions of English reformed culture.
