Abstract
In the late 1930s, the Jewish refugee crisis was increasing international tensions. Among the Jewish refugees were doctors who possessed professional medical skills. As the entry and settlement in the UK seemed increasingly difficult, the Jewish doctors began to turn their attention to the British colonial empire that seemed to provide not only the enough room for asylum but also possibilities for development to which they could contribute through their knowledge and skills. In other words, the colonial territories were seen to be the space where the two needs of rescuing the refugee and advancing local welfare could be incorporated. To meet those needs, the Colonial Office promoted a plan to employ Jewish refugee doctors in colonies during 1938-1939. However, the plan was not realized to fully meet the humanitarian needs of refugee doctors. Interests of Britain and the colonies were almost always prioritized than the needs of refugees. Moreover, as the plan was carried out within the existing legal and administrative frame, the drive for rescue became increasingly reduced. Consequently, employing refugee doctors in the colonies contributed to the domestic refugee politics which continuously tried to exclude Jewish refugees from the British society and maintain the number at the minimum.
