Abstract

This article re-examine the relationship between the charity and welfare policy, one of the major historical subjects in 19th century Britain. The main sources of this investigation are charitable visitors’ handbooks which enable us to approach the nature of charity rather microscopically of that period. The surge of Evangelicalism, the religion of duty, initiated the visitation movement, and it activated the district visiting and the visitation of such institutions as workhouses and prison. The establishment of the Charity Organization Society(COS) was to mediate numerous voluntary societies’ interest and to regulate problems of overlapping or omission of service. The COS eventually cultivated the professional visitors, the Friendly Visitor. The charitable visitors’ handbooks reveal the very existence of problems between the poor and the visitor including communication difficulties. The visitation etiquette which conceptualizes ‘politeness,’ not only guided more efficient charity work but also enhanced the moral and cultural superiority of the middle class. The COS’ sophisticated visiting manuals and techniques that comprised home visit, survey, recording, and interview became the basic tactics of modern social workers and case workers. While scholars often view that private charity was degenerating in the development of the Welfare State this article demonstrates that the individual charity, the charitable visit in particular, played a significant role in 19th century British Philanthropy.
