한국 중소제조기업의 국내복귀(U-Turn) 결정요인에 관한 연구

본 논문은 기 해외직접투자를 한 한국의 중소제조기업들의 국내복귀(U-Turn) 결정요인에 대하여 연구하였다. 2012년 2월부터 5월까지 해외진출기업에 대한 설문과 인터뷰를 실시하였고 연구방법으로는 구조방정식을 사용하였다. 결정요인은 포터(1991) 등의 선행연구를 참고하여 요소조건, 시장조건, 관련조건, 경영여건으로 구분하였고 분석결과 첫째, 요소조건(원자재, 노동력, 세율, 노동 개방도, 실업률)은 입지이전을 하려는 기업들 중 국내복귀를 하려는 기업들에게 유의적인 영향을 미치지 않았다. 둘째, 시장조건(시장 개방도, 시장 성장성, 시장의 규모, 시장의 질, 소득수준)은 입지이전을 하려는 기업들 중 국내복귀를 하려는 기업들에게 유의적인 영향을 미치지 않았다. 셋째, 관련조건(교육수준, 연구개발, 사회 인프라, 클러스터, 생활환경)은 입지이전을 하려는 기업들 중 국내복귀를 하려는 기업들에게 유의적인 영향을 미쳤다. 넷째, 경영여건(투자개방도, 정부 투명성, 기업 자유도, 국가 안정성, 노사관계)은 입지이전을 하려는 기업들 중 국내복귀를 하려는 기업들에게 유의적인 영향을 미치지 않았다. 연구결과는 기 해외직접투자를 한 기업들 중에서 입지이전을 고려하려는 기업들이 있다면 관련조건이 국내복귀에 유의적인 영향을 미치는 것으로 밝혀졌다. 해외직접투자활동을 펼치고 있는 기업들이 사회인프라, 생활환경, 연구개발등에서 어려움을 겪을 경우 국내복귀를 고려하는 것으로 보아 잠정적인 이들 국내복귀(U-Turn)기업들을 국내로 유치하기 위한 방안을 구체적으로 모색해볼 필요가 있다.
Abstract
The world economy is getting more globalized, therefore using GVC (Global Value Chain) is essential. Korea is no exception, its foreign dependence is about 113.2%. SMEs take very important part of Korea’s overall economy, especially the manufacturing industries take about 50% of total employment. Due to the characteristics of the manufacturing industry, they are trying to find the optimum location to reduce production cost and it was China in the meantime. Regards Investment Development Path Theory, Location advantage (resources, labors and etc.) of China is changed, but as Kojima and Ozawa mentioned, SMEs can not handle FDI and related problems. From 2006, Korean FDI firms’ U-Turn arise around China which most Korean firms invested but existing research or policies about this phenomena is insignificant. This study tried to find out the Korean manufacturing SMEs’ managerial decision of Reshoring (U-Turn). This study also tried to investigated analyse empirically with 174 Korean FDI firms’ interview, and tried to find out their reason of Reshoring (U-Turn) and their practical needs. For this research, interview with FDI firms and factorial analysis is done. This study tried to find out 4 Conditions (Factor condition, Market Condition, Related Condition, Management Condition) affect to Korean Manufacturing SMEs managerial decision of FDI Location Transfer. As a result, In Korean Manufacturing SMEs’ case, as their industrial characteristic, Related Condition affects to Reshoring (U-Turn). This study also tried to suggest implication of understanding Korean economy’s situation inside and out and utilize the result.
