지배이데올로기와 신자유주의 통치성: 1990년대 한국의 ‘세계화 이데올로기’와 ‘영어 열풍’ 사례 분석

이 글의 목적은 1980년대를 전후로 활발하게 이루어진 ‘지배이데올로기 테제’에 대한 비판적 논의와 미셸 푸코가 분석한 ‘신자유주의 통치성’을 재검토하고, 한국의 ‘세계화 이데올로기’와 ‘영어 열풍’ 사례 분석을 통해 이데올로기의 기능 및 전달과 관련된 주요한 이론적 관점들을 확인하는 것이다. ‘세계화’는 1990년대 중반에 한국의 새로운 ‘국가이념’으로 등장하여 2000 년대에 전 사회로 확산하였다. 그리고 이 새로운 이데올로기의 등장과 맞물려 시작된 대표적인 사회현상이 바로 ‘영어 열풍’이다. 그렇다면 2000년대한국 사회의 영어 열풍은 사람들이 세계화 이데올로기를 직접적으로 수용한 결과인가? 이 연구는 신자유주의적 통치에서 이데올로기의 구체적인 기능, 그리고 강제적 요소들과의 관계를 중심으로 ‘세계화 이데올로기’의 확산 과정을 분석해보고자 한다. 특히, 개인을 이데올로기의 단순한 수용자가아닌 능동적 인식 주체로 고려하면서, 신자유주의 통치가 개인들의 자발적복종을 어떻게 이끌어내는지 구체적인 사례를 통해 확인하고자 한다.
Abstract
The purpose of this study is to reassess the critical discussion on ‘the dominant ideology thesis’ and Michel Foucault’s analysis on ‘neo-liberal governmentality’, and to identify them via the analysis of the ‘Globalization Ideology’ and so-called ‘English Language Craze’ in Korea. ‘Globalization’ has emerged as a new ‘state ideology’ in the mid 1990’s, and spreaded into the whole society in the 2000’s. The ‘English Language Craze’ is one of the social phenomena representing the emergence of the new ideology. Here, the question can be asked whether the Craze is a result of the public acceptance of the Globalization Ideology. This study focuses on how a political ideology is accepted by the public in what process. In doing so, it analyses the spread of the Globalization Ideology and its process focusing on specific role of an ideology and its relationship with coercive attributes in the society. Particularly, it approaches the complementary dynamics of the coercive aspect and the ideological aspect of domination with consideration that an individual is not a simple recipient, but an active cognizant agent.
