Abstract
The purpose of this article is to explore the roles of transnational social movement organizations (TSMOs) for the protection of human rights of North Korean defectors, and to analyze several activities of North Korea Fredom Coalition as an example. Human rights has been regarded as an universal value beyond cultural relativism while increasing diffusion of globalization. Despite these favorable trends, North Korean defectors have faced various infringements on human rights such as torture, sexual abuse, execution, etc., since their escape from North Korea. We cannot expect some policy changes from Chinese and North Korean authorities, saying that the criticism on human rights is tantamount to interference in their internal affairs. Korean government also avoided raising human rights isues on the pretext of sunshine policy and quiet diplomacy. Rather the government has discouraged the activities of NGOs advocating North Korean defectors. In the meantime, U.S. government declared that the protection of human rights is one of its most important foreign policy objectives, and made it clear that it will fully support U.S. and other countries' NGOs according to North Korean Human Rights Act of 2004. In this regard, this study suggests that TSMOs might be more effective means for the protection of human rights of North Korean defectors.
