본 연구는 정보화의 특성을 기반으로 지역정보화의 방향성으로서 사회적 자본의 재창조 가능성을 탐색하였다. 이를 위해 그동안 수행되었던 지역정보화의 정책과 사업에 대한 성찰적 탐구와 한국 사회에서 일어나고 있는 역기능적 현상들 그리고 미래 사회가 요구하는 처방적 문제들에 대하여 규범적으로 접근하였다. 이에 대한 대안적 방향성으로 인간의 존엄성과 주관적･심리적 삶의 질을 향상시키는 토대가 되는 사회적 자본 재창조를 강조하였다. 사회적 자본의 재창조 영역으로는 사회적 동질성과 이질성을 정보화와 네트워크로 융합함으로써 전통적 유대자본과 교류자본을 융합하고 확장시키는 개념적 틀을 제시하였다. 본 연구는 객관적이고 정량적인 접근으로 이루어진 것이 아니라 지역정보화를 둘러싼 현상을 규범적이고 해석학적 관점에서 접근하였기 때문에 처방성과 실천가능성의 관점이 아닌 향후 지역정보화가 무엇을 위해 추진되어야 할 것인가에 대한 근본적인 물음을 성찰적 입장에서 전개한 것이다. 이 논문에서 논의한 내용을 통해 지역정보화가 무엇을 고민해야 할 것인가를 새로운 창과 마음으로 토론할 수 있는 시발점이 되었으면 한다.
Abstract
This paper is explored the possibility of re-creation of social capital as the future direction of regional informatization based on the characteristics of the informatization. In order to achieve the research purpose, it approached normatively regional informatization policies and projects that were performed and adverse effects of social phenomenon taking place in South Korea, and about the prescriptive issues as required the future society. The direction of future regional informatization is suggested the conceptual framework that proposed to fuse and to extend over traditional bonding capital and bridging capital through merging of informatization and networks as re-creation area of social capital. This paper is expected to become the starting point to debate concretely toward what is the future of regional informatization through an assertion discussed in this paper.
