지역공동체 재창조를 위한 지역정보화의 방향과 과제에 관한 탐색

이 논문은 지역정보화의 새로운 정책 방향을 지역공동체 재창조 관점에서 탐색적으로 살펴보았다. 이를 위해 ICT의 기술적 특성과 지역 생활환경의 변화로 인해 지역정보화와 지역공동체 패러다임의 변화 필요성을 기술하고, 지역정보화를 토대로 한 지역공동체 재창조의 구조와 범위, 그리고 지역정보화의 역할 구조를 제시하였다. 지역공동체 재창조를 위한 관계 구조에서는 지역 단위에서 정보화를 통해 가상공간과 실제공간 간의 연결을 촉진시키며, 가상공간과 실제공간 간의 상호작용을 통해 지역주민들 간의 유대를 강화하는 한편 다른 지역 간의 외적 교류를 통해 소속감과 연대의식의 범위가 재설정되어야 한다고 주장하였다. 또한 지역정보화의 역할 구조에서는 지역생활 환경과 지역의 특성을 고려한 지역공동체 유형을 도출하고 유형별 지역정보화 전략이 마련되어야 한다는 점을 강조하였다. 이와 같은 관계 틀을 실현하기 위해서는 첫째, 새로운 지역정보화의 정책 비전과 목표에 대한 합의가 이루어져야 하고, 둘째, 지방정부의 역할 재정립이 필요하며, 셋째, 주민자치센터와 정보화마을센터 또는 마을회관의 운영 내실화와 넷째, 생활정보를 중심으로 지역정보자원의 통합센터의 구축을 제시하였으며, 다섯째, 지역별 새로운 공동체 유형을 특징화하는 기준과 구성내용에 대한 합의가 선행되어야 할 것을 주장하였다.
Abstract
This paper examined by exploratory approach a new policy direction and challenges of regional informatization for re-creation of the regional community. To this end, the technical characteristics of ICT and the local living environment due to changes in the regional informatization and regional communities need to be a paradigm shift was discussed. This study is presented the structure and the range of recreation of regional community, and the role and structure of the regional informatization based on the regional informatization. In recreating the structure for regional community relations through community-based informatization on the connection between virtual space and real space accelerates, the virtual space and real space through the interaction between the local population while strengthening ties between the external exchanges between different regions through sense of belonging and solidarity should be the scope of the claims were reset. In addition, the role of the regional informatization in the region considering the characteristics of the living environment and regional communities to derive the type of feeling that provide regional informatization strategy had to be emphasized.
