선진국 행정개혁의 성과 평가와 함의- 국가군별 비교 분석을 중심으로 -

초록

본 연구는 신공공관리의 강화로 요약되는 선진국 행정개혁의 성과를 평가하고, 이러한 평가결과가 한국에 주는 함의를 도출한다는 연구목표를 설정하고 있다. 먼저 비교대상 국가의 선정은 중범위적 관점에서 경쟁형(영국과 미국), 개입형(독일과 일본), 절충형(네덜란드와 아일랜드) 등으로 유형화를 시도하였다. 다음으로 성과 평가의 방법은 단기적인 산출과 중장기적인 결과로 구분한 상태에서 각기 대표성이 높은 10개의 세부 지표들을 활용하였다. 또한 산출과 결과를 대표하는 각각의 지표들은 행정개혁의 5대 목표인 효율, 봉사, 투명, 분권, 참여 등에 따라 각기 2개씩 재분류를 시도하였다. 분석결과 선진국의 행정개혁은 역사제도적 특성 차이를 반영하는 국가군의 유형에 따라 비교적 분명한 패턴 차이를 나타내고 있음을 확인할 수 있었다. 그리고 선진국 행정개혁에 관한 국가군별 비교분석 결과를 토대로 한국의 행정개혁 목표와 전략에 관한 다양한 시사점을 도출하였다.

Abstract

The purpose of this study is firstly to evaluate the recent performance of the administrative reform in advanced countries, which is often regarded as strengthening of New Public Management. Secondly this study will, through the findings, seek to find some implications for the Korean government reform. In the light of relatively middle-ranged viewpoint of patterns of 'administrative state,' this study attempts to categorize the types of administrative reform into three patterns: competitive(British and the U.S), interventionist(Germany and Japan), and eclectic(Dutch and Ireland). In measuring levels of reform performance, this study also uses various and concrete sources in terms of both short-term outputs and long-term results of each country's efforts for government reform. The results show that the differences of government reform patterns are clearly related to the differences of historical and institutional characteristics in between each categorized state group. From the results of this comparative analysis on advanced countries' administrative reforms, this study finally gives rise to various implications to the goals and strategies for the Korean government innovation.
