본 연구는 인적자본과 사회적 자본 간의 관계에 대하여 핵심적인 이슈들을 밝히고 그를 통해 한국의 고속경제성장에 대한 재해석에 적용해 보고자 하는 것이다. 한국을 비롯한 동아시아의 경제의 “기적”과 1997년 파산에 대한 경제 성장론 진영의 비판을 소개하고, 이 문제가 왜 사회적 자본과 인적자본의 관 계에 직접 관련이 있는지 논의한다. 본고에서는 사회적 연결망의 외부효과를 들어 한국에서 어떻게 “과잉” 인적자본의 축적이 일어났으며 이것의 ‘의도치 않은 결과’로서 고속 경제성장이 가능했는가를 논의한다. 다음으로, 보다 이론 적 측면에서 교육투자가 갖는 개인 도구주의적 측면과 사회적 효과 간의 구분 과 간극을 지적하고, 인적자본 투자를 둘러싼 몇가지 핵심적인 이슈들을 정리 해 본다. 마지막으로, 경제성장의 관점에서 볼 때 보다 포괄적인 사회제도적 측면이 인적자본과 사회적 자본 간의 생산적인 관계를 낳을 수 있다는 점을 지적한다.
Abstract
This study tries to reinterpret the case of the Korean economic growth by considering some critical issues of the relationship between human capital (HC) and social capital (SC). This study firstly shows the key arguments of criticism of East Asian ‘economic miracle' from the growth accounting theory, and secondly explains why this debate is linked to the issue of relationship between HC and SC. For theoretical issues, this paper discusses several critical points concerning HC and SC, such as the discrepancy between private return and social return of HC, the difference between productivity effect and pure signalling effect of education, and the degree of various nonmarket benefits from HC. Finally, this paper examines why social institutional efficiency is important in bringing HC and SC in a more productive relationship for the socio-economic development.
