본 연구는 외환위기 이후 급격히 둔화되고 있는 우리나라 잠재적 산출능력 제고 방안을 모색하기 위하여 CES 생산함수를 이용한 솔로우 성장모형을 기반으로 물적, 인적자본의 상호작용이 장기적인 경제성장에 미치는 영향을 분석하고 있다. 본 논문에서는 인적, 물적자본의 개별적 투자 증가와 아울러 인적자본과 물적자본의 상호 보완적, 균형적 투자의 역할을 강조하고 있다. 물적자본 축적이 인적자본 축적을유발하지 못하여 물적자본 축적만 이루어지는 경제에서는 자본의 한계생산 체감으로 인하여 경제성장이 멈추기 때문에 자본의 축적 단계에 맞는 인적자본의 배출이중요하다. 또한 인적자본의 주요 특성인 비마모성을 고려할 때 인적자본의 진부화를 줄이기 위한 재교육과 평생교육 확대의 필요성을 제안하고 있다.
Abstract
This study investigates the effect of interactions between the physical capital and the human capital on the long term economic growth based on the CES production functions and the Solow growth model and seeks the way of boosting the potential output of Korea. The paper suggests that the balanced and complemental investments in physical and human capitals are necessary, as well as increase of investments in physical or human capitals respectively, for the long term economic growth. The economies in which the amass of physical capital does not induce the accumulation of human capital would stop growing due to the law of diminishing marginal production. Therefore, the appropriate level of human capital compared to the level of physical capital is important, as well as continuing education and lifelong education to prevent the obsolescence of human capital considering that the human capital barely depreciates.
