본 논문은 2000년대 들어 중국 정부와 아프리카 정부가 함께 개발하고 있는 아프리카 지역 내 경제특구(SEZs)를 소개하고, 경제특구 개발에 대한 다양한 이슈와 당면한 문제 등을 핵심적 행위자 중심으로 분석하는 것을 목적으로 한다. 아프리카 지역에 개발되고 있는 중국의 경제특구는 아직 중국 개발업자나 중국 정부, 아프리카 정부 모두의 기대에 부응하지 못하고 있다. 아프리카 정부는 경제특구 개발이 가져올 단기간의 높은 수익만을 기대할 뿐 경제특구개발 과정에서 약속했던 신속한 서비스 제공을 이행하지 못하고 있다. 아프리카 현실에 익숙하지 않은 중국 개발업자들은 기대하던 아프리카 정부의 적극적 지원이 이루어지지 않을 뿐 아니라 대내외 경제상황의 악화로 인해 어려움을 겪고 있다. 중국 정부도 대 아프리카 진출과 관련된 다양한 목표를 종합적인 국가 아젠다 내에서 제대로 조정하지 못하고 있다. 아프리카 지역 주민의 정치적, 경제적, 사회적 이해관계와 밀접하게 결합되지 않은 중국의 국가이익 추구는 결국 중국과 아프리카 국가 모두의 지속가능한 발전을 이루는데 도움이 되지 않는다.
Abstract
China and Africa have been developing together seven Special Economic Zones(SEZs) in Africa since early 2000. This paper introduces Chinese SEZs in Africa and explores a few issues and challenges that they are facing now. SEZs are the result from a combination of the Chinese government’s leadership in its foreign policies and African governments’ policies for economic development. Also, the Chinese government hopes to spread its development model among African countries by developing SEZs in the African region. However, Chinese approaches in the region are often criticized for their attempts to colonize the African countries. Also, an inflow of Chinese products, investors, and laborers threatens local manufacturers, retailers, and laborers in the region. Based on the findings and analysis, this study presents policy implications that China and Africa should consider in developing and operating their SEZs and for those who are interested in expanding their economy to Africa.
