Abstract
This paper explains the concept of migration state and the developmental migration state theory derived from it, and critically reviews the theory by analyzing the number of policy tasks and budget ratios by policy objectives presented in Korea’s Basic Plan for Immigration Policy. The theory predicts that South Korea will prioritize market function over immigrant rights to secure the legitimacy of immigration policy, and will also emphasize security and cultural functions. The analysis confirmed that economic functions are indeed emphasized in South Korea’s immigration policy. However, contrary to the predictions of the theory, the security function ranked lowest in both the number of tasks and budget allocation. The human rights function, which was expected to be a lower priority, ranked in the middle, indicating its importance is not negligible. In contrast, the integration function accounted for an overwhelming proportion of tasks and recently reached the highest rank in budget allocation as well. Therefore, this paper argues that the concept of the developmental migration state is not fully adequate to explain the state functions embedded in South Korea’s immigration policy. In conclusion, this paper contends that the developmental migration state theory needs to diversify its conception of the state in order to advance the theory further.
