최근의 학교폭력은 피해나 가해 양상이 심각해질 뿐 아니라 피해자와 가해자의 연령마저 낮아짐으로써 학교를 넘어서서 사회의 기본적인 안전까지 위협하는 문제로 간주되고있다. 학교폭력은 개인의 인성은 물론 부모와 가정환경, 학교, 지역사회, 그리고 정부의 정책 같은 다양한 요인들이 결합되어 발생하는 복합적 문제이다. 이런 특징 때문에 학교폭력 문제의 해결은 시급히 처리할 현안이면서 동시에 신중하면서도 포괄적이고, 전문적으로 진행할 필요가 있다. 학교폭력 문제의 대책 마련을 위한 정부 주도의 해결책과 달리보다 근본적 차원에서 학교폭력의 원인 규명과 해결을 위해서 요청되는 실제적인 방안 제시의 필요성을 강조하고 있는 이 연구는 일차적으로 학교폭력의 재개념화를 시도하면서학교폭력의 원인과 예방프로그램을 집중적으로 검토한다. 계속해서 선행 실태조사 자료를기초로 학교폭력의 실태를 전반적으로 살펴보고 나서 정부가 마련한 학교폭력 예방을 위한 대책의 내용을 비판적으로 성찰하고, 이어서 기독교적 대안을 제시한다.
Abstract
Childhood and youth violence in the schools is a major concern in our society. It is becoming an increasingly important social issue and a major public health concern, as evidenced by increased various researches to identify the causes of child and youth violence or bullying and provisions of grants to support development, implementation, and evaluation of school violence prevention programs. Although students are safer than away from school and there has been a decrease in school based incidents of assaults, thefts, and other violent crimes since 2006, any act of violence is cause for concern. The government and schools use a variety of strategies to prevent and reduce violence,which may be conceptualized broadly as emphasizing physical safety and security or focusing primarily on psychological safety. These include the use of the presence of security guards on campus, rules and regulations regarding student conduct, profiling of potentially violent students, anti-bullying instructional programs, and counseling. The goal of this article is to evaluate various school violence prevention programs that are currently available for schools critically and suggest some alternatives in the perspective of Christian education. After examining several prevention programs and solutions in use, the alternatives to prevent and reduce school violence are suggested.
