북한토지개혁의 특징에 관한 고찰

Abstract

Land reform becomes a central issues of regime's formative period in North Korea. After Liberation NK first Launched a nationwide anti-feudal, anti-imperialist revolution and tried to create a democratic base on which socialist transition was being made. North Korea People's Provisional Committee declared a land reform's law. It's consisting of total 17 articles on March 5, 1946 and Its implementation rules consisting of 6 chapters and 24 articles on march 8. While People's Provisional Committee was a legal actor of land reform, it was Agrarian Committee that performed land reform in the field. It was made up mainly of poor and employed farmers. Land reform was carried out on the principle of strictly non-compensating confiscation and distribution. In this regard NK's reform is seen as of the most revolutionary reforms among many socialist country.NK's land reform are characterized as Follow: First, it made choice of a crowd line. Second, break down the barrier of classes, Third, it was performed land reform policy of socialist state.
