북한의 토지제도에 관한 소고-통일후 북한 토지제도의 정책방향-

Abstract

There is one more condition we have to maintain-supporting homogeneity of land usage. 50 years of separation makes outstanding differences in program for land development and land usage. The North Korea, is based on socialistic economy program, need to consider integration of physical facilities such as land ownership and administration system, usage of land, city planning and development system, industrial disposition, and transportation-communication system. Also there must be a administrative plans for reformation of land usage system, confusion and disorder of land ownership system, speculation in landed estate, derangements and inconveniences from different administrative district, and problems from different level of local development. To solve these problems, this thesis considers the most sensitive part; the land policy of unificated korea and the management of land ownership of North Korea territory. Also there is additional study on management of confiscated property, considering factoes that comes with directing Right of property, administrative problems on land ownership and converting public land ownership into private ownership.
