한국 지방자치단체장의사회적 배경의 변화에 관한 연구 -다양성 분석을 중심으로-

1995년 지방자치단체장이 주민에 의해 선출되었고, 지방자치가 본격적으로 실현되었다. 지방자치의확산은 지방자치단체장의 역할과 권한을 강화시킴과 동시에 지방자치단체장의 사회적 배경에 대한 관심을 증대시켰다. 한국의 지방자치단체장들은 누구인가(Who’s who)? 하지만 지금까지 한국 지방자치단체장의 사회적 배경을 분석하는 연구는 활발하게 진행되지 않았다. 본 연구는 지방자치단체장의 사회적 배경과 변화과정을 살펴보고자 하였다. 이를 위해 1995년부터 2014년간 선출된 지방자치단체장의 사회적 배경을 성별, 연령, 학력, 직업, 정당 등으로 분류하고, 이들 사회적 배경변수의 변화과정을분석하였다. 또한, 지방자치단체장의 사회적 배경요소별 다양성 분석(IQV) 등을 시도하였다. 분석 결과, 한국 지방자치단체장의 사회적 배경변수의 변화가 성별요소를 제외하고는 지역사회의 다양한 인구통계학적 구성요소를 반영하는 방향으로 점차 변화되고 있음을 보여주고 있다. 또한, 이러한 변화는 광역자치단체장과 기초자치단체장간 차이가 있으며, 지역별로 차이가 있는 것으로 나타나고 있다. 하지만 한국 지방자치단체장의 사회적 배경은 여전히 남성중심, 50대, 고학력 중심, 정치인 및 행정가 중심, 거대 정당(새누리당, 새정치민주연합) 출신으로 나타나고 있다. 이러한 연구결과는 지역사회 권력(정치)엘리트의 사회적 배경의 변화과정을 이해하는데 실증적 토대를 제공할 것으로 기대된다
Abstract
Local autonomy was realized in 1995 when mayors in the Korean local governments were elected by residents. The proliferation of local autonomy has strengthened the influence of the role and authority of mayors. It led to a growing awareness of social backgrounds of mayors. However, there has been no active research efforts on the social backgrounds of mayors. This study aims to examine the social backgrounds of mayors in the Korean local governments. To achieve this purpose, this study analyzes the social backgrounds and diversity of mayors who were elected from 1995 to 2014, with using the index of sex, age, education, occupation and political party. As a result, the Korean mayors were predominantly male, middle-aged(50s), well-educated, politicians and administrators, and were from two big political parties(Saenuri Party, New Politics Alliance for Democracy). This study also suggests some implications in terms of quality of social diversity.
