민선 지방자치단체장은 지방행정에 핵심적인 역할을 수행하고 있으며, 이들의 리더십이 어떻게 발휘되는가에 따라 지역발전이 직접적으로 영향을 받는다. 따라서 민선 단체장에 대한 종합적이고 체계적인 연구를 통하여 바람직한 단체장 리더십의 개인적 특성을 파악하는 연구가 중요함에도 불구하고 이에 대한 연구는 활발하게 이루어지지 않고 있다. 본 연구는 민선 지방자치단체장의 리더십을 연구하기 위한 기초 연구로서, 민선 1기부터 4기까지의 기초자치단체장의 개인적 특성을 종합적으로 분석하여 리더십 연구에 기술적인 자료를 제공하고자 하였다. 이를 위하여 민선 1기부터 민선 4기까지의 전체 기초자치단체장의 개인적 특성 및 연임에 성공한 기초자치단체장의 개인적 특성을 분석 비교해 보았다. 분석결과 연령은 50~60대가 대다수를 차지하고 있었고, 학력은 점차 고학력 출신이 증가하고 있었다. 경력은 단체장, 공무원, 그리고 지방의회 의원 등 공직 출신이 다수를 차지하였다. 연임 기초자치단체장의 개인적 특성 역시 이와 비슷하게 나타났으며, 민선 3기 및 4기의 연임 비율이 민선 2기의 연임비율보다 낮게 나타났다.
Abstract
The purpose of this study was to analyze the leadership of the mayors elected in the local government election from the 1st to the 4th Civil Election and to propose the methods to improve their leadership. For the purpose of the study, we analyzed the traits of the leadership of the elected mayors from the 1st to the 4th election, their policy direction and the leadership traits and factors of those who succeeded in reelection. Finally, we made proposals for the policy and leadership improvement methods for the future elected mayors based on the analysis result. First of all, we analyzed personal traits of the elected mayors from the 1st to the 4th election. When looking into their traits, most of them are in the age of 50s and 60s and over university graduates and had been the head officer in an organization, public servant or local government congressmen. Most of them were elected by winning the mind and heart of the people winning over 50% votes. In terms of party that they belong to, those in opposite parties showed remarkable dominance comparing to those in ruling party. Finally, in the reelection rate, in the second election, there were many who were reelected. However in the third and fourth election, there were relatively more newly elected.
