인구구성 변화에 따른 지방의원 다양성과 대표성 연구: 경기도 지방의원을 중심으로

초록

본 연구는 급격한 인구변화를 경험하고 있는 경기도 내 31개 시･군 지방의회 의원들을 대상으로 그들의 성별･연령･정당･학력･직업 다양성과 대표성을 분석하였다. 분석 결과 성별 다양성 지수는 높아지고 있는 것으로 나타났다. 또한 연령･학력･직업 다양성 지수는 성별 다양성 지수에 비해 상대적으로 높은 것으로 나타났다. 이에 반해 성별 대표성 지수는 지역구 지방의원의 경우 남성 지방의원이, 비례 지방의원의 경우 여성 지방의원이 과대 대표 되는 것으로 나타났고, 연령 대표성 지수는 20･30대 청년층과 60대 이상 노년층의 경우 과소 대표 되고, 50대의 경우 과대 대표 되는 것으로 나타났다. 또한 지방의원 학력수준은 점차 증가하였으며, 직업과 관련해서는 전문 정치인의 분포가 증가하고 있었다. 본 연구에서는 분산분석을 통해 경기도 지방의원의 다양성과 대표성 지수 차이의 통계적 유의미성을 확인하였으며, 상관관계 분석을 통해 다양성과 대표성 지수 간에 통계적으로 유의미한 상관관계가 있음을 확인하였다. 이러한 분석 결과는 향후 지방의원의 다양성과 대표성 증진 방안을 모색하는 후속 연구에 중요한 함의점을 제시할 수 있을 것이다.

Abstract

This research examined gender/age diversity and representation of 31 local councils in Gyeonggi province with drastic demographic changes. As a result, we found that gender diversity increased continuously; and age/education/vocation diversify was relatively higher than gender diversity. On the contrary, gender representation index indicated that district local council male members were overrepresented and proportional local council female members were overrepresented; but age representation index found out under-representation of 20-30s youths and seniors over 60 and over-representation of 50's age. The education level of local council members increased; and their vocations were mainly composed of professional politicians. In addition, analysis of variance(ANOVA) results indicated that there were significant differences in gender/age diversity and representation index of local council members depending on local governments. The correlation results regarding diversity and representation showed the positive relations between gender diversity and female representation index of district local council members, and the positive relations between gender diversity and male representation of proportional local council members. And age diversity index of local council member was positively correlated with age representation index of 30s and over 60s. These results could be helpful to future diversity and representation study.
