Abstract
The educational auto-governance system based local district has some positive points that up-grad level of the educational auto-governance, contribute the increase of the local inhabitants' educational profit, supply the behavior basis in educational administration focusing on the school support, act the reaction in the change of an educational environment, establish the base for a linkage and balanced development with the general administration, and contribute the improvement for the governance skill for the underdeveloped local educational administration. This study suggested a same establishment of the school district-based autonomy area with general district-based autonomy system, an inclusion of board of education into a special committee in the local assembly, a election of board of education by the direct vote and an establishment about the certificate standard of board of education, an establishment of the formal superintendent's certificate standard and superintendent's election by the direct vote and a linkage reenforcement between school districts and city, county, and district.
