분권형 국가운영체제를 위한 교육선거의 개선방안: 교육자치의 적정단위와 행정역할을 중심으로
Improve the educational election institution for the Decentralized state system :focus on the optimum unit of educational autonomy and the role of public administration

Abstract
This study aims to present the problems of educational election institution as the local autonomy in educational area and mention that the institution is opposite to the principle of local autonomy. Namely, it is the principle that local governments should have self-government and accountability without the intervention of central government. However, the current educational system makes the local governments be irresponsible by damaging the accountability. Also, another principle of the local autonomy is that the local governments should be close to the residents in the area such as neighborhood, district(Gu), city. However, it is opposed to the spirit of local autonomy since the current institution is applied to the wider area such as province(Do), metropolitan city. This study suggests that the role of public administration should be converted separation to union, control to support and the local autonomy in the school district is executed to solve these problems. Additionally, it is needed to unify educational and general administration to confirm consistency between local government and assembly.
