Abstract
The reform that local legislatures are compensated with higher salaries is to enhance the prospects for professionalism and legislative performance. The premise of the law is that the increased salary can be the prime incentive in that it will help to attract more competent members and have legislators to devote to their full-time legislative careers. This paper is mainly about how the newly adopted salary system affects legislators' perception and behavior. The survey results show that overall the effect of salary system on recruitment has been limited while its impact on legislative behavior has reportedly been strong. The analysis finds that there is a difference in opinions about recruitment between regional and municipal legislators. Regional legislators, who are paid a higher salary than their counterparts, are more likely to point out the salary increase as the prime factor in recruitment. It is the full-time legislators who are most affected by the salary system in comparison to those non-professional legislators with outside careers when their motivations to run for and legislative behaviors are considered. In conclusion, the salary system, as originally intended to promote professionalism and continuity of the service, is very critical factor in that it provides tools and resources for legislators to devote themselves to effectively legislate.
