지방의회의원의 월정수당 영향요인에 관한 실증연구

Abstract

Many local residents and policy makers believe that most of local governments raised randomly councilmen salaries even without considering their financial condition or income levels of their electorate especially in 2007. The purpose of this study is to empirically analyse factors that influence councilmen salaries in Korea. This study tests whether financial condition variables and income level variable affected councilmen's salaries by analyzing log-log regression models. In log-log regression models, dependent variable is a yearly councilmen salary, and independent variables are per capita inhabitant tax as an income level proxy and local government's financial condition indicators(financial power, financial self-reliance, financial independence, alternatively). Sample size is 159. R2 of Model 1, Model 2, Model 3 are respectively 0.418, 0.437, 0.308 and three models all have statistical significance. Based on the results of the empirical analysis, we concludes that the local committees for appropriating councilmen's salaries on the whole followed the Enforcement Decree of Local Autonomy Act. In other words, most of local governments decided councilmen's salaries in compliance with the regulations prescribed in the Enforcement Decree of Local Autonomy Act.
