러시아경제 연구로 가는 길: 경제체제론에서 경제문화론으로의 전환을 모색하며

본 연구는 사회주의체제 붕괴 이후 비교경제체제론이 직면한 학문적 정체성의 위기를 검토하고, 체제비교의 유용성이 사라진 상황에서 체제전환 국가들의 경제를 분석할 수 있는 접근틀로서 ‘경제문화’가 어떠한 방법론적 의미가 있는지 분석한다. 체제전환국들의 시장개혁에 관한 이론적·경험적 연구들은 시장경제로의 성공적인 이행이 전적으로 경제자유화, 통화안정, 그리고 시장경제에 필요한 각종 제도의 창출 등에 좌우되는 것이 아니라, 국가, 사회조직, 기업, 그리고 절대 대다수 국민들의 ‘경제문화’의 변화가 매우 중요한 역할을 한다는 것을 증거하고 있다. 러시아의 시장개혁이 실패하게 된 가장 근본적인 원인도 ‘워싱턴 컨센서스’에 기초한 시장개혁 프로그램이 러시아의 경제문화에 조응하지 못했던 것에서 찾아야 한다. 효용극대화를 추구하는 합리적인 경제주체로서의 인간관에 기초했던 러시아의 시장개혁은 경제활동에서 개인보다는 연대와 공동체 원리를, 또한 합리주의와 경제적 이기주의보다는 비합리주의와 행위의 정신적 가치를 보다 중요시하는 러시아의 경제문화를 간과했으며, 그 결과 시장경제개혁은 의도했던 것과는 전혀 다른 결과를 낳고 말았다. 따라서 대개의 비교분석이 연구 대상의 ‘다름’과 ‘차이’에 대한 인식으로부터 출발한다고 할 때 향후 러시아경제 연구는 체제의 변화에도 불구하고 사회적 기억의 전송자 역할을 하는 ‘경제문화’를 탐구하는 연구로 전환되어야 하며, 이것이 현재의 비교경제체제론의 학문적 ‘위기’로부터 벗어나는 ‘탈출구’가 될 수 있을 것이다.
Abstract
This paper reviews the crisis of scientific identity that comparative economics are facing after the collapse of the Soviet model of command socialism, and it analyzes what methodological meanings ‘economic culture’ has now as a new perspective for comparative economics under the conditions that the old comparison between market capitalism and command socialism lost its centrality as the foundation of comparative economics. The experience in economic transition in post-communist countries has shown that successful transition depends not only on microeconomic liberalization, monetary stabilization and the building of market institutions. Successful transition to desired market economy requires changes in the economic culture of these countries, and it may be more important and essential. With respect to Russian economic reform, we have to find out the origin of its failure in the fact that radical economic program based on the concept of ‘Washington consensus’ did not correspond to the present Russian economic culture. Russian radical reformers neglected the sphere of Russian economic culture that has much dominated by solidarity and collectivism than individualism, and that has been subject to irrationality and spirituality of performance, not to rationality and economic selfishness. As a result, their effort led to unexpected, and quite different result from the desired one at the beginning. Thus, we will come to the conclusion that economic culture has a great role in determining the path of economic transition and its character in Russia and other post-communist countries. And we argue that ‘economic culture’ will become as a new perspective for the search of identification in the field of comparative economics.
