Abstract
This paper seeks to assess the developed discussion about ‘decollectivization’ process related with land reform in transition countries. This paper examined what motivates collective farm employee-shareholders to remain in collective structures rather than exercise their legally sanctioned right to leave with land and property shares, focusing on the case of Russian agricultural restructuring. Despite of the enactment of the law that legalized individual farming, the number of collective agricultural producers has remained stable, and individual farms have not become important agricultural producers. Although it is noticed the increase in private plot production, it has not resulted in commercialization and growth in average output of household plots. The analysis demonstrates that the process of agricultural ‘decollectivization’ can not completed by instant change of the right of ownership in the sense of legal form but we should understand the concept of ‘decollectivization’ as the longtime evolutionary spreading of individual farming. This study also argues that there is no fixed form of model for ‘decollectivization’ policies, and the speed of ‘decollectivization’ depends on not only historical, cultural determinants of transition country, but also the institutional environments for agricultural producers such as ‘peasant mentality’, ‘economic culture’, and so on.
