중국의 환율과 외환보유액 변동의 체제적 인과관계

중국의 공식적 경제체제는 사회주의시장경제이다. 그러나 오늘날 국제금융시장에 지대한 영향을 미치는 중국의 환율이나 세계 최대 규모인 중국 외환보유액을 보면, 중국은 자본주의보다 더 자본주의적이라는 표현이 적절할 정도이다. 이 연구는 사회주의체제 형성 초기부터 현재까지 중국의 환율제도와 외환보유구조의 틀 안에서 환율과 외환보유액이 경제체제와 어떤 인과관계를 가지고 변해왔는가를 밝힌다. 일반적으로 중국의 환율과 외환보유액은 경제체제의 개혁에 따라 똑같은 영향을 받고 있는 것으로 생각되지만 이 연구에서 나타난 결과는 상이하다. 중국의 환율변동은 건국 초기부터 2006년까지 사회주의체제의 영향을 지속적으로 받아 온 반면에, 외환보유액의 변동은 개혁ㆍ개방 후에 종전의 사회주의체제적 요인에서 완전히 벗어나 자본주의 시장경제체제적 요인의 영향을 받고 있다. 이러한 결과는 자본주의 시장경제에서 환율 및 외환보유액의 변동이 국제수지 변동과 불가분의 관계를 갖는다는 점을 이용하여 중국의 통계자료를 가지고 회귀분석을 한 결과를 통해서도 입증된다. 회기분석에서 중국의 환율변동은 2006년 말까지 개혁ㆍ개방 전후 모든 기간에 걸쳐 국제수지(무역수지 자료만 이용 가능)와 전혀 무관한 반면, 외환보유액은 개혁ㆍ개방 이후부터 경상수지 및 자본수지와 매우 높은 인과관계가 있음을 볼 수 있다. 중국은 한국의 최대 무역 및 투자 대상국이고 환율과 외환보유액 변동의 대외 경제적 파급효과는 지대하다. 더욱이 중국의 경제체제는 내재적 변화의 근간이라는 점에서 중국의 환율과 외환보유액 변동의 체제적 인과관계는 대중국 경제관계를 지속적으로 발전시켜 나가야 할 한국경제에 매우 중요한 정책적 시사점을 제공한다.
Abstract
Seeing China’s current foreign exchange rate influence on international financial market and her largest foreign exchange reserve in the world, some say that China is more capitalistic than any capitalist country despite her socialist economic system. This paper examines how China's foreign exchange rate and reserve changed in relationship of cause and effect with the economic system. In general, China's foreign exchange rate and reserve are thought to be equally affected by her reforms of economic system. But, the result in accordance with this study is different. China's foreign exchange rate had been influenced until 2006 by her traditional socialist system since the beginning period of the national foundation. Her foreign exchange reserve, however, changed not by the influence of the factors from the socialist system but by the affects of the factors from the capitalist market system after her launching reform and open-door policy. This statement can be verified by regression analysis of the Chinese annual data for foreign exchange rates and reserves in relation with international balance of payments. The result of the regression analysis shows that the changes in China’s foreign exchange rate were completely unrelated with her international trade balance during the whole period from the early 1950s to 2006. But, the foreign exchange reserve changed very closely in relation to both current and capital balances of payments after launching the reform and open-door policy. China is the most important counterpart of Korea’s foreign trade and investment. Thus, the systematic causality of changes in China’s foreign exchange rate and reserve provides a considerable policy implication for further development of two countries’ economic relation.
